Midsummer in India is something almost, inconceivable for heat and misery. Every Englishman who can afford it sends his family up here into the mountains for the worst of the season and comes himself if duties allow. A railway route from Delhi leads up into this northernmost district of India (the Punjab) ; even after leaving the train at Kalka we have had 57 miles to travel by highway before reaching this point. Now. looking ahead, we find tile “ summer capital ” spread out on those terraced heights beyond the valley We see only a part of the town from this point. The first English home was established here eighty years ago. Now the place has a summer population of 35,000, and the villas of the British residents is about one tenth of the whole line the beautiful roads over several adjoining hills. The Hindoos, Thibetans and other Eurasian folk who make up the rest of the count are shop-keepers, servants and laborers. Lord Curzon. the Viceroy of India, and his beautiful American wife spend part of every year up here in the mountain air. This is the most fashionable and famous summer resort in all India — a dramatic compound of the serious and the frivolous, the tragic and the gay. Dispatch-bearers often come riding over this very road where we stand now, hearing: messages to and from the agents of the government which are of immense significance to more than one of the Great Powers of Europe. Gallant officers and lovely women ride over it. Romances, rose-colored and the contrary, are woven here. Kipling, (The o’er-true chronicler of Anglo-British life, has laid the scenes of many of his world-famous stories here. It was at Simla that The Phantom Rickshaw rolled, ghostly and inexorable.
